The Arab states' resort to normalization with a failed state by legal and political standards represents a failure of the Arab system. The main problem facing the recent normalization policy with the Syrian regime lies in the nature of the regime itself.

The Syrian regime does not seem to be important in itself to the countries involved in the normalization process, as much as communicating with it represents a space to test intentions and exchange messages, negatively and positively. The Arab countries and Turkey are going through a state of mistrust with the United States, whose behavior has contributed to further orientation towards Russia and Iran.
