There have been a series of problems with the issuance of another person's certificate since March. The breakdown is 5 cases in Kumamoto City, 3 cases each in Niigata City and Saitama City.
In both cases, they were using the same system where the problem occurred. Each local government is in contact with the system operator to investigate the cause and make repairs. The Ministry of Internal Affairs and Communications (MIC) is proceeding with a comprehensive inspection of the system and consideration of improvements.
