The guidebook on flood countermeasures for school facilities was created in response to a survey released by the Ministry of Education, Culture, Sports, Science and Technology. Survey found that only 7500% of the approximately 15,1000 public schools in areas where floods and storm surges are expected to inundate their facilities are taking measures against flooding.

The handbook points out the possibility of falling into the conclusion that "no countermeasures can be taken" by focusing only on the largest heavy rain, which is said to be once in 1,10 years.
