The government lowered the standard amount of living expenses such as food and utilities by up to 25% from Heisei 27 to 10. Two beneficiaries in Yamatokoriyama City demanded the cancellation of the reduction in the amount of welfare benefits decided by the city.

Judge Yoshiko Teramoto of the Nara District Court reversed the city's decision. The plaintiffs' lawyers held a press conference after the verdict and stated, "In the judgment, we took seriously the harsh living conditions of the plaintiffs"
