A national panel of experts has been discussing measures to address the worsening shortage of airport staff. The panel has proposed an interim report that calls on airlines and other organizations to raise fees for outsourcing operations by around autumn.

While demand for air travel has recovered, it is difficult to secure manpower, which has been reduced due to the corona disaster. As of April, the number of security inspectors and ground handling for loading and unloading luggage decreased by 4% compared to before the spread of infection.
