The government's panel of experts said that the technical intern training system for foreigners to learn skills while working should be abolished. It presented a basis for the transition to a new system that facilitates medium- to long-term stays for the purpose of securing human resources.

Changes to working companies, called "transfers," which were previously impossible in principle, will be relaxed compared to the past and will be allowed to a certain extent. The new system will tighten requirements such as ensuring independence from companies.
