The special law to help victims of
charter fraud is expected to pass the plenary session of the National Assembly tomorrow (25). The government and political circles have come up with countermeasures, but as you have heard, the victims are protesting, saying that they are only half the story.

As for why the victims are demanding additional measures, reporter Ahn Sang-woo pointed out this part.

Victims of
charter fraud protest that the special bill that promises to "pay additional debt when they are already burdened with debt" is ineffective.

There is no remedy for the security deposit, so in the end, the responsibility is solely on the affected tenant, and the structure has not changed.

[Ahn Sang-mi, Chairman of the National Task Force for Victims of Charter Fraud (yesterday): There are traps everywhere in the system, and the government has laid the foundation for scammers to take advantage of it. What the special law is saying now is, 'You pay it all. It's your responsibility.']

Earlier, the opposition party proposed that the government buy the victims' bonds or restructure the bank debts through personal rehabilitation or bankruptcy schemes, but the party did not accept them for reasons such as equity.

Instead, the compromise was to repay the bank debt in installments over 20 years, and to provide victims who were excluded from the first payment with an interest-free loan for 10 years equal to the first payment.

We were able to prevent the damaged house from being auctioned off right away, but all the loans had to be taken out by the victim and the living conditions did not improve.

[Kim Tae-geun, Lawyer / Chairman of the Tenant114 Steering Committee: I am a victim, but I am not emotionally convinced that I have to pay off all the debts of the charter loan. Even if I get an interest-free loan, it is difficult to motivate me to live because all the paper money of my own capital is gone.]

The ruling party said that the enactment of a special law on charter fraud could not be postponed any longer, and after the passage of the plenary session tomorrow, the limitations that arise in the field will be improved through supplementary legislation.

However, in addition to Incheon's Michuhol District, various forms of charter fraud are frequent nationwide, and it is pointed out that it is necessary to hasten the work of supplementary legislation to prevent further tragedies.
