  New energy vehicles are one of China's "sunrise industries" and a new bright spot in China's exports.

During the two sessions of the country, a number of representatives proposed to adopt measures such as policy support and improvement of relevant legislation to promote the accelerated development of new energy vehicles.

New tracks require new strategies

  Zhang Xinghai, member of the National Committee of the Chinese People's Political Consultative Conference, vice chairman of the National Federation of Industry and Commerce, and chairman of Sailisi Group, said in an interview with a reporter from China News Agency that the current competition in the new energy automobile industry has entered the "second half", and the intelligent network has become the new main battlefield.

At this stage, China's local new energy vehicle brands are facing new risks and challenges, and their development tasks are arduous.

  Zhang Xinghai said bluntly that as European and American industrial powers are fully entering the field of new energy vehicles, market competition has intensified unprecedentedly, and the golden window period for Chinese local new energy vehicle brands to "go global" is being compressed.

In addition, as a technology-intensive industry, new energy vehicles still need to make breakthroughs in key areas such as chips.

  He said that in the face of risks and challenges, domestic new energy vehicle brands should not respond passively, but should take the initiative to expand their advantages.

For example, Celes Group is planning to increase R&D investment in the deep cultivation of the intelligent networked new energy vehicle industry, strive for excellence in products, and be more determined to follow the quality route of leading the brand upward, and build an automotive ecosystem with everything connected.

  Some people also believe that in addition to the enterprises themselves taking the initiative to meet the challenges, policy support also needs to be strengthened.

Feng Xingya, deputy to the National People's Congress and general manager of GAC Group, proposed to implement continuous subsidies for the consumption of new energy vehicles, directly provide preferential subsidies to consumers, and continue the car purchase tax reduction and exemption policy.

  Previously, China's Ministry of Commerce has stated that it will actively introduce new policies and measures to support the consumption of new energy vehicles, such as guiding local governments to carry out activities to send new energy vehicles to the countryside.

Charging piles should be included in the construction plan

  Improving infrastructure such as charging piles is indispensable for accelerating the development of new energy vehicles.

How to make charging more worry-free has become one of the key concerns of the representatives.

  Liu Yong, deputy to the National People's Congress and general manager of State Grid Jiangxi Electric Power Co., Ltd., said that some areas currently lack a layout plan for charging facilities, and public charging stations are "unevenly hot and cold". The piles have been idle for a long time, and some areas have no piles to fill.

  Liu Yong suggested that the improvement of new energy vehicle infrastructure construction planning should be accelerated, and the construction of charging facilities should be included in urban and rural construction planning for overall consideration and scientific layout.

The local government issued detailed implementation rules for the construction of charging facilities in residential areas to ensure that 100% of the fixed parking spaces in newly built residential areas are built with charging piles or reserved installation conditions; the old residential areas are based on the principle of "one pile with multiple vehicles" sharing, and the construction of shared charging facilities is included in the community comprehensive Transformation range.

  In addition to one-to-one charging of charging piles, battery swapping is also one of the main ways to charge new energy vehicles.

Feng Xingya believes that China currently invests less in the research and development of battery-swapping models, and the problems of different battery standards and specifications have yet to be resolved.

In the future, the government can take the lead in organizing enterprises or industry associations to accelerate the unification of battery standards, carry out pilot projects for vehicle battery replacement in the public sector, and unify battery specifications and battery replacement station standards first, and promote the full standardization of automotive batteries.

Self-driving cars should be legislated

  At present, the development of China's intelligent networked vehicles is "at full capacity", and how to improve relevant laws and regulations has attracted attention.

  He Xiaopeng, deputy to the National People's Congress, chairman and chief executive officer (CEO) of Xiaopeng Motors, said that in China's current relevant laws and regulations, the identification of responsibilities for traffic accidents that may occur during the operation of the automatic driving system of intelligent networked vehicles, and product access standards and other issues are not perfect.

  He suggested that the system of laws and regulations should be further improved, legislation related to autonomous vehicles should be accelerated, legal requirements for the operation of autonomous driving systems, product access requirements, accident identification boundaries, product responsibilities, etc. should be clarified, and “network security, data security, functional safety and Expected Functional Safety” and other relevant standard formulation and management specifications.

On this basis, accelerate the formation of a legal system for the operation of intelligent networked vehicles and self-driving vehicles with Chinese characteristics.

  Lei Jun, a representative of the National People's Congress and founder, chairman and CEO of Xiaomi Group, also believes that the current car data security standards, certification evaluation, application management and other mechanisms are still not perfect.

He suggested that speed up the formulation of data security standards for the entire life cycle of vehicles, establish a vehicle data security certification and evaluation mechanism, and build a vehicle data sharing mechanism and platform.
