From this month, the government has decided to suspend the license of tower crane operators who receive monthly fees, obstruct construction, or sabotage their jobs for up to one year.

The Ministry of Land, Infrastructure, and Transport announced that it has prepared guidelines so that license suspension for illegal and unfair acts of construction equipment pilots can be carried out in earnest from this month.

The 'National Technical Qualification Law' allows the Ministry of Land and Infrastructure to cancel the qualification or suspend the qualification for a certain period of time if a person who has obtained a qualification to operate construction machinery such as a tower crane does not work faithfully or damages the public interest by damaging his dignity and causes damage to others.

The Ministry of Land, Infrastructure, and Infrastructure has divided the types of illegal and unfair acts subject to suspension into three types: unfair receipt of money and valuables such as monthly fees, obstruction of construction such as occupation of the site using construction machinery, and unfair sabotage.

In particular, the receipt of monthly fees is considered a major case of damage to dignity, and it was decided to suspend the license based on the deposit and withdrawal history.

For the first offense, the suspension is 1 months, the second offense is 3 months, and the third offense is 1 months.

After receiving a report of unfair or illegal activity, we obtain supporting documents and confirm the facts through on-site investigation.

After that, the suspension will be made after a hearing with the Administrative Disposition Review Committee.

The Ministry of Land and Infrastructure will share the results of the disposition of the national technical qualification with the city and county district offices so that the city and county district offices, which issue construction machinery piloting licenses, can suspend the license.

The guidelines created by the Ministry of Lands and Infrastructure apply to misconduct by pilots that occurred after the 3st of this month.

Minister of Land and Infrastructure Won Hee-ryong said, "The unfair behavior of tower crane operators increases the cost of construction companies and prolongs the air, which leads to an increase in selling prices, which in turn passes on the damage to the people," and said, "We will correct deep-rooted illegal activities and malicious practices using construction machinery such as tower cranes."

Earlier, the construction union said that from this day onwards, it would refuse work that violates work orders and safety regulations exceeding 2 hours a week.

The construction union claims that "the monthly fee is the price of work customarily paid for shortened construction periods and dangerous work."
