In support of the objectives of the Dubai Economic Agenda (D33), which aims to strengthen Dubai's global position to become one of the top three global economic cities, and to strengthen its position as a leading event hosting hub and a preferred destination in the world to visit and work, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Decree (5) of 2023 amending some provisions of Decree No. 25 of 2013 regarding the electronic system for licensing events, marketing and distributing event tickets in Dubai.

The new decree comes within the framework of the continuous modernization of the legislative and regulatory frameworks in Dubai in line with the ambitious development directions of the emirate, the comprehensive development of the capabilities and competitiveness of its tourism and economic sectors, and the keenness to find various forms of incentives that ensure all components of the comprehensive economic system in Dubai achieve the highest levels of growth and prosperity.

According to the new decree, the collection of 10% of the ticket value or AED 10 for each visitor to events held in the Emirate of Dubai has been canceled, and the Department of Economy and Tourism in Dubai continues to collect the prescribed fees for the annual subscription to the electronic system for marketing and distributing event tickets, which was previously in force.

The new decree is part of a series of decisions issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to establish new institutions affiliated with the Department of Economy and Tourism in Dubai, with the aim of strengthening the pillars of the economy, developing it, increasing its attractiveness, confirming the elements of its growth and prosperity, continuing to prepare the business environment, ensuring consumer protection and consolidating the concept of the best international standards of business in various sectors.

Events Sector

Ahmed Al Khaja, CEO of Dubai Festivals and Retail Establishment (DFRE), an agency of the Department of Economy and Tourism in Dubai, said: "The wise guidance of our wise leadership continues to support the growing importance of the events sector and its key role in achieving sustainable economic development.

He added: "The regulatory amendments come to confirm the importance of this sector, and contribute to facilitating the process of developing and attracting activities, entertainment events and various festivals, thus increasing the number of audiences and visitors and encouraging workers within the sector to organize distinctive and innovative events."

Al Khaja stressed that the flexibility of the legislative system of the Emirate of Dubai supports the Department's efforts to achieve the objectives of the Dubai Economic Agenda (D33), and the ambitious vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, especially consolidating the emirate's position to become one of the three most important economic cities in the world, as well as raising the competitiveness of the business sector in Dubai and making it the fastest growing and most attractive, by investing in the unique strategic location of the Emirate of Dubai, and its advanced infrastructure to remain the preferred destination for tourism. and investment and business."
